Cardiologist Settles Allegations of False Claims for Thoracic Electrical Bioimopedance Tests

Arizona cardiologist, Dr. Edward J. Quinn will repay the government $395,000 to settle allegations that he violated the False Claims Act by submitting bills to Medicare for uncovered testing. The tests in question, Thoracic Electrical Bioimpedance tests, are a legitimate and effective method of measuring cardiac output, and the Arizona Republic cited Dr. Quinn as insisting the tests were “medically appropriate.” Nevertheless, Dr. Quinn drew scrutiny from the U.S. Attorney’s office for billing Medicare for the tests in violation of CMS regulations. In addition to the settlement payment, Dr. Quinn will enter into an Integrity Agreement with HHS.
